ZFA kuja na mipango kazi
Chama cha Mpira wa miguu Zanzibar (ZFA) kimetangaza kuwa na mpango kazi wake wa maendeleo kuanzia mwaka 2019 hadi 2022 kwa ngazi zote zinazo husu mpira Zanzibar.
Akizigumza na wandishi wa habari mkuregenzi wa ufundi wa ZFA Salum Ali Haji amesema ZFA baada ya muda mrefu kushindwa kufanya mipango yake ya uhakika sasa kamati imeamua kuja na mipango ya maendeleo ya soka ndani ya visiwa vya Zanzibar wakianza na elimu ya mpira kwa wadau ili kujua maana ya mchezo huo unaopendwa lakini wamekosa ufahamu wa mchezo huo.
Aidha amesema kwa mwaka huu 2019 wamejipanga kuhakikisha Vijana wengi maskulini wanashiriki mchezo wa mpira wa miguu kutokana na umri wao na madaraja yanavyotakiwa ili kuweza kutoa wachezaji wengi maskulini wenye uwezo wa kucheza mpira kwenye viwango vya kimataifa.
Kwa upande mwengine amesema mwaka 2019/2020 ZFA itakuwa na mikakati ya maendeleo ya kukuza soka kwa kutoa mafunzo kwa makocha wote wasio na leseni hata moja na wale wenye leseni ndogo kupatiwa mafunzo ya juu ya ukufunzi ili kwa mwaka huo Zanzibar kuwe na wakufuzi wenye leseni kubwa, Salum amesema mafunzo mengine ni ya Udaktari wa viungo na michezo na semina za uongozi wa mpira kwa viongozi wote kunzia Wilayani hadi ZFA Taifa.
‘’Tumekaa na Wizara ya Elimu kupitia idara ya Elimu na Michezo tumehakikisha tunafanya mashindano ya Vijana ya maskulini ya Wilaya na kundaa Vijana kuwa wakufunzi na waamuzi wa baadae jambo hili lilikuwepo ila sasa ZFA tunakwenda kulifufua’’ Alisema Salum Haji.
Stika ataka sera ya ya filamu itekelezwe
Chama cha wasanii Filamu Zanzibar wameiomba serikali ya Mapinduzi ya Zanzibar (SMZ) kuharikisha kupitishwa sera yao ya Filamu na maigizo ya mwaka 2015.
Akizugumza na Gazeti hili Katibu wa chama cha Filamu Zanzibar Salum Maulid Salum (Stika) amesema kwa muda mrefu baada ya kupitisha sera hiyo mwaka 2015 ya rasimu ya pili mpaka leo sera hiyo bado haijafanyiwa kazi na kufanya chama chao kutokuwa na sera ya kufanya kazi zao kitaalam.
Aidha Salum Stika amesema sera hiyo itapopitishwa kwenye Baraza la Wakilishi na kupatiwa michango chama chao kitakuwa na jitihada ya kuhakikisha filamu za maigizo Zanzibar zinakwenda kufanyiwa mabadiliko ya mfumo wa uendeshaji na kuendeshwa katika viwango vikubwa.
Kuhusu Soko la Filamu Zanzibar amesema wasanii wengi Zanzibar wanalalamikia mfumo wa soko Zanzibar lakini amesema changamoto hiyo itandoka baada ya sera ya mwaka 2015 kufanyiwa marekibisho na Baraza la wakilishi.
‘’Tunamuomba sana Wazara ya Vijana Sanaa na Michezo ihakikishe mwaka huu sera yetu ya sanaa ya Filamu na Maigizo inapelekwa kwenye Baraza la wakilishi na kufanyiwa marekibisho ili kuwa katika viwango vya ubora’’ Alilimalizia Salum Stika.

BMTZ vyama vinaweza kujiendesha zanzibar
Baraza la Michezo Zanzibar (BMTZ) limejipanga kuhakikisha vyama vya michezo Zanzibar vinaweza kujiendesha bila ya kutegemea ruzuku ya Baraza la Michezo inayotolewa kwa kila chama cha Michezo .
Akizugumza na Mtandao huu Katibu Mtendaji wa BMTZ Zanzibar Khamis Abdalla Mzee amesema kwa mwaka 2019 BMTZ imefanyia marekibisho sera ya michezo Zanzibar ili kuona sekta ya michezo Zanzibar inapiga hatua kupitia vyama vya Michezo kuweza kujiendesha na kufanya shughuli zake za kawaida za kimechezo.
Aidha amesema suala hilo limekuja baada ya SMZ kutaka kila mwanamichezo kuweza kufaidika na kuweza kujiajiri kwenye sekta ya michezo ili kuweza kupambana na maisha ya kawaida na maendeleo ya michezo visiwani Zanzibar Khamis Mzee amengeza kusema vyama vya michezo vinamajukumu ya kuhakikisha wanapiga maendeleo.
Kwa upande mwengine amesema sera hiyo imeweza kufanyiwa marekibisho ili iweze kutekelezeka kwa vitendo ikiwemo kuhakikisha kila mtu anashiriki michezo kwa maslahi ya Taifa na maslahi yake binafsi ili kutanua wigo wa mkubwa kwa vyama vya michezo kuweza kutoa wachezaji wenye uwezo wa kushiriki mashindano mbali mbali ndani na nje ya Zanzibar na kuzalisha vipaji vya wanamichezo Zanzibar.
Amevitaka vyama vya michezo Zanzibar vyote 36 kuhakikisha vinaweza kujitegemea na kuwa na miradi yao yenyewe na vilabu vyao ili kupunguza wimbi la utegemezi wa BMTZ moja kwa moja baadhi ya wakati BMTZ inakubwa na changamoto ya fedha.
‘’Mwaka wa fedha Raisi Dk Ali Mohamed Shein ameahidi kuongeza fedha kwenye Wizara yetu ya Vijana Sanaa na michezo nategemea BMTZ tunaweza sana kusaidia vyama vya michezo mwaka huu ili kuweza kuendesha mashindano ya kimataifa ndani na nje ya Zanzibar na kuweza kusafirisha timu zetu zote za Taifa’’ Alimalizia Khamis Abdalla.
Bausi ateta ukimya wa Uchaguzi ZFA
Kufuatia ukimya mkubwa sakata la Uchaguzi ndani ya Chama cha mpira wa Miguu Zanzibar (ZFA) tangu kuundwa kamati ya muda na Raisi wa Shirikisho la Mpira wa Miguu Tanzania (TFF) Walace Karia mwaka jana mwezi wa Tano hadi sasa.
Gazeti hili limezugumza na Mchezaji wa Zamani wa Black Fighter na timu ya Taifa ya Zanzibar Salum Bausi ambaye pia aliwahi kuwa kocha mkuu wa Timu ya Taifa ya Zanzibar amesema kitendo cha kuendelea soka la Zanzibar kuongozwa na kamati ni kinyume na taratibu za mpira miguu duniani .
Aidha Bausi amesema kitendo cha kuwa kimya muda mrefu sana masuala ya uchaguzi na katiba ndani ya ZFA ni dalili za wazi kuwa masuala ya uchaguzi ndani ya ZFA yanaweza kuwa hayapo tena au kuchelewa kwa muda mrefu hivyo ameliomba BMTZ kuhakikisha inatimiza wajibu wake kusimamia uchaguzi wa ZFA.
Kwa upande mwengine Salum Bausi amesema kitendo cha mrajisi wa vyama vya michezo Zanzibar kuifuta kamati tendaji ya ZFA na wao ndio wapitishaji wa Katiba mpya ya ZFA kinatia wasi wasi mkutano mkuu upi utakao kwenda kupitisha katiba mpya na kupata vingozi wapya ndani ya ZFA.
‘’Mwaka 2014/2015 ambapo ZFA ilikuwa ikiongozwa na kamati ya Hussein Ahmada tulitaka kutolewa kwenye mashindano ya CECAFA yaliofanyika Ethopia lakini kwa huruma ya Nicholous Musonye na Ludinga Tenga tukaachiwa kwa sababu sisi ni wanzilishi wa Goseji CECAFA tujifunze kupitia ya nyuma ‘’ Alifafanua Salum Bausi.
Salum Bausi ambaye pia aliwahi kuwa mgombea wa Uraisi wa ZFA mwaka 2013 amesema mchakato wa katiba ndani ya ZFA hauweza kuchukua muda mrefu lakini kwa ZFA mpaka sasa mchakato huo umekuwa na kimya muda mrefu na kusema kwa sasa ZFA inahitaji kuwa na Viongozi bora watakao weza kulisaidia soka la Zanzibar.
‘’Tuliambiwa uchaguzi utafanyika baada ya michuano ya Kombe la Mapinduzi lakini tunaonana kimya sana sasa huko baadae mbele hatujui haya mambo yatakuwa vipi mpira wetu umekuwa mgumu sana tunahitaji kurejesha haiba ya mpira wetu wa zanzibar’’ Alimalizia Salum Bausi.

ZAHA kufanya tathimni ya mpira wa mikono
Chama cha mpira wa mikono Zanzibar (ZAHA) kimefanya tasmini ya mashindano ya Mapinduzi Cup yaliomalizika Kisiwani Pemba baada ya kilele cha Sherehe za Mapinduzi ya Zanzibar.
Akizugumza na Gazeti hili mratibu wa mafunzo ndani ya chama hicho Kombo Ali amesema kwa muda mrefu ZAHA imekuwa ikiendesha mashindano na mafunzo ndani ya kisiwa cha Unguja na Pemba kukosa fursa za maendeleo ya mchezo huo.
Aidha amesema baada ya kumalizika mashindano ya mpira wa mikono mapinduzi Cup kisiwani Pemba ni wazi kwa sasa mchezo huo unakwenda kubadilika na kukabalika kisiwani Pemba na kuwa na vilabu vingi vya Ligi kuu ya Mpira wa mikono Zanzibar badala ya kutegemea vikosi vya SMZ.
Aidha amesema mafunzo maalum yamesaidia kuwajenga uwalewa kwa Vijana uwelewa wa mchezo huo kwa ngazi ya awali na kuhakikisha mchezo huo unazalisha wachezaji wengi kama ulivyo mpira wa miguu Visiwani Zanzibar.
‘’Tukitaka tupige hatua kwanza tuwe na vilabu vingi tuwe na mashindano mengi ili hamasa ingie sana sisi ni moja ya chama ambacho tunamalengo ya kukuza mchezo huo Tanzania kwa ujumla ‘’ Alisema Kombo Ali.
Kwa upande mwengine amesema wanatarajia kuwa na mashindano ya Vijana ya Wilaya ya kati kwa lengo kuusambaza mchezo huo maeneo yote Unguja na Pemba.
ZTTA kuendesha mafunzo mwezi machi
Chama cha mpira wa meza Zanzibar (ZTTA) kimepongeza hatua ya Serikali ya Mapinduzi ya Zanzibar kujenga viwanja vya kisasa Mao Zedong ili kutanua sekta ya michezo Zanzibar.
Akizugumza na Gazeti hili Mjumbe wa kamati ya mpira wa meza Abubakar Khatib amesema hatua hiyo imekuja kubadilisha michezo Zanzibar na kuweka mazingira mazuri kwa wanamichezo visiwani Zanzibar ya kujitolea kwenye sekta ya michezo na kuzalisha ajira za michezo Zanzibar.
Kwa upande mwengine Kisandu amesema kitendo cha kujengewa ukumbi maalum kwa jiili ya mchezo wa mpira wa Meza Zanzibar inaweza kuinua chachu ya mchezo huo ambao zamani Zanzibar ilikuwa mabingwa wa mchezo huo Duniani na Afrika kwa ujumla ila ulipotea baada ya kutokuwepo viwanja vya kuchezea mchezo huo.
Aidha amesema baada ya kukabidhiwa ukumbi huo unaweza kutumia kwa mashindano ya wadogo na wakubwa ya Ligi kuu ya Zanzibar ili kuweza kushajihisha mchezo huo na kuona maeneo ya Zamani kufanyiwa marekebisho ya kisasa.
Kwa upande wa shughuli za chama hicho kwa mwaka 2019 amesema wanatarajia kuwa na mafunzo maalum ya mchezo huo yatakayofanyika Kisiwani Pemba mwezi wa tatu kwa walimu wa skuli za Pemba kwa lengo la kueneza mchezo huo upande wa pili wa Pemba ili kuwa na Ligi bora baadae.
BMTZ kuendeleza michezo Zanzibar
Baraza la Michezo la Taifa Zanzibar (BMTZ) limesema halitovifutia usajili vyama vya michezo ambavyo vinashindwa kuendesha mashindano yake ya ndani na kufanya shughuli zake za kawaida sababu baraza hilo lipo kwa jiili ya kuinua michezo si kudumaza michezo Visiwani Zanzibar.
Akizugumza na mtandao huu kwenye mahujiano maalum huko Ofisi ya BMTZ Mwanakwerekwe Katibu Mtendaji wa BMTZ Khamis Abdalla Mzee amesema BMTZ ina lengo la kulea michezo visiwani Zanzibar hivyo vyama vya michezo haviwezi kufutwa kwa sababu ya kutoshindwa kuendesha mashindano baraza hilo linatambua umuhimu wa vyama vya michezo Zanzibar.
Aidha amesema BMTZ imesajili jumla ya vyama 36 vya michezo ila vyama 24 ndio vinavyofanya vizuri na kufanya shughuli zake kwa kufuata kalenda zao walizojiwekea na kulipa ada ndani ya Baraza la Michezo na kuwa karibu na BMTZ kwa mwaka 2018.
Khamis Abdalla amesema BMTZ inajua changamoto zinazoikumba vyama vya michezo Zanzibar ikiwemo ukosefu wa vifaa na viwanja vya kuchezea baadhi ya michezo ila wao BMTZ iko bega kwa began a vyama vyote vya michezo ili kupata muwafaka wa changamoto zinazoikumba vyama vya michezo.
Kwa mwaka 2018 Khamis Abdalla amesema vyama vitano tu vya michezo ambavyo vimefanya vizuri kwenye utandaji wa shughuli zao za michezo Kitaifa na Kimataifa ni Chama cha mpira wa miguu Zanzibar (ZFA), Chama cha riadha Zanzibar (ZAAA) Chama cha mpira wa mikono Zanzibar (ZAHA) ,Chama cha mchezo wa karate na judo,Taekwondo, Chama cha mchezo wa kikapu (BAZA) .
Kuhusu vyama 12 ambavyo havikufanya vizuri kwenye mwaka 2018 kuendesha shughuli zake zimetokana sababu mbali mbali ikiwemo ya ukosefu wa viwanja vya kisasa kama vile mchezo wa mpira wa magongo, Tennis, bao,Karata, chees ,kurusha mkuki na Gofu BMTZ ipo kutatua changamoto ya vyama hivyo.
‘’Mwaka 2019 sisi BMTZ malengo yetu ni kuhakikisha sera ya michezo inafanyiwa kazi baada ya kuhakikisha vyama vya michezo vyote vinaweza kujiendesha bila ya kutegemea ruzuku ya Baraza la michezo’’ Alimalizia Khamis Mzee.

Kusini walalamika ubovu wa soka la vijana
Chama cha mpira wa miguu ZFA wilaya ya kusini Unguja kimesikitishwa na uendashaji mbovu wa soka la Vijana ndani ya Wilaya yao na kufanya timu zao kutofanya vizuri kwenye mashindano mbali mbali kwa muda mrefu.
Akizugumza na Gazeti hili Katibu Mkuu wa ZFA Wilaya ya Kusini Unguja Aje Usi Mbwana amesema kitendo cha timu ya kombaini ya Wilaya ya Kusini ya Vijana kufanya vibaya kwenye mashindano ya Vijana yaliondaliwa na ZBC Mapinduzi Cup na kufugwa magoli mengi michezo yote ni dalilia ya wazi uendashwaji mbovu wa soka la Vijana Kusini Unguja .
Aidha Usi ameelezea changamoto ya soka la Vijana ndani ya Wilaya yao tofauti na Wilaya nyengine za Zanzibar kutokana mifumo ya ungozi waliobeba dhamana ya kuongoza soka la Vijana ndani ya Wilaya ya kusini Unguja wameshindwa kusimamia kanuni za mpira badala yake wamekimbilia kwenye maslahi yao binafsi na kupelekea soka la Vijana Kusini Unguja kuwa kwenye kiwango cha chini sana.
Kwa upande wa vilabu amesema licha ya jitihada kubwa zinaoyeshwa na vilabu ndani ya Wilaya yake hususan za madaraja ya Vijana na kuwa na vilabu vichache kwenye Wilaya ya Kusini Unguja ndio sababu nyengine ya kuanguka soka la Vijana.
‘’Unapo kuja uchaguzi hapa viongozi wote hukimbilia mjini kwenye ujumbe wa ZFA Taifa sisi tunachiwa mzigo mzito wa kundesha soka la Vijana na wakubwa ndani ya Wilaya yetu bado hatuna viongozi wenye nia ya kuongoza soka la Vijana ndani ya Wilaya yetu ‘’ Alimalizia Usi Mbwana.
Salula ndoto zake kucheza nje ya Zanzibar
Mlinda mlango namba moja wa klabu ya Malindi visiwani Zanzibar amesema yuko tayari kusajiliwa klabu yeyote nje ya Zanzibar kuanzia sasa ili kuweza kutumiza ndoto zake.
Akizugumza na Gazeti hili Ahmedi Sleman Salula ambaye pia ni mlinda mlango namba mbili wa Timu ya Taifa ya Zanzibar Heros amesema mpira kwake ni kazi kama kazi nyengine hivyo yuko tayari klabu yeyote nje ya Zanzibar inayomtaka kumsajili yeye yuko tayari na kungalia maslahi yake mazuri.
Aidha amesema fununu zinazoenea mitaani kuwa huenda akasajiliwa Klabu ya Yanga baada ya kocha mkuu wa Timu ya Taifa ya Zanzibar Hemedi Sleman Moroko kumtaja kama kipa bora kwenye mashindano ya Kombe la Mapinduzi yaliomalizika visiwani Zanzibar amesema bado suala hilo si la kweli ila ni fununu tu zinazoenezwa mitaani.
‘’Unajua Yanga imekuwa kama timu ya nyumbani Zanzibar wako wengi sana wachezaji waliozaliwa na tumecheza pamoja Ligi kuu ya Zanzibar na Zanzibar Heros Feisal ,Abdalla Shaibu basi ikitokea kusajiliwa Yanga ntakuwa nipo nyumbani sijenda mbali’’ Alifafanua Ahmed Sleman.
Kuhusu michuano ya kombe la Mapinduzi timu yake kutolewa nusu fainali na Simba Salula amesema alizuhunika sana baada ya kuona kwa muda mrefu amekuwa mzoefu wa kucheza mashindano ya Kombe la Mapinduzi na timu yake kutolewa hatua ya Nusu Fainali aidha amesema sababu ya timu yake ya Malindi kufungwa ni kukosa umakini wa wachezaji.

JKU yapania Ubingwa Ligi Kuu Zanzibar ZPL.
Mabingwa watetezi wa ligi kuu ya Zanzibar JKU wanaendelea na kujipanga kwa mzunguko wa pili wa ligi kuu ya Zanzibar baada ya kumaliza mzunguko wa mwanzo wa Ligi kuu ya Zanzibar (ZPL) huko kisiwani Pemba wakiwa nafasi ya 4 alama 38.
Akizugumza na Gazeti hili msemaji wa klabu hiyo Said Salim amesema wao Jku baada ya kutolewa kwenye hatua ya awali ya mashindano ya Vilabu Bingwa Barani Afrika dhidi ya Al Hilal hawakuwa na budi tena kuelekeza silaha kwenye Ligi kuu ya Zanzibar msimu huu ili kuweza kutetea taji lao.
Aidha Salim amesema walikuwa na viporo vingi vilivyofanya klabu yao kuwa na ratiba ngumu ya Ligi hivyo waliweza kupambana na kufika hadi nafasi ya 4 kwenye msimamo wa ligi kuu ya Zanzibar.
Kwa upande mwengine Salim amesema sasa klabu yao watakwenda mapunzikoni kwa muda ila baada ya hapo timu itaendelea na mazoezi ili kujipanga kuleta ushindani na kutetea taji lake la Ligi kuu ya Zanzibar msimu huu.
‘’Tunashukuru tumemaliza mzunguko wa mwanzo tukiwa tumeshinda michezo 10 mfulilizo bila ya kufungwa hata mmoja huku kisiwani Pemba ni dalili ya kuwa sisi ni Mabingwa tena msimu huu hili halina mjadala’’ Alisema Salim Said.
Ligi kuu ya Zanzibar imemaliza mzunguko wa mwanzo Kvz wapo kileleni wakiwa na alama 41, Kmkm nafasi ya pili wakiwa na alama 37 sawa na Jku na Mafuzo tofauti ya magoli tu.
ZFA yatakiwa kulelea vipaji
Chama cha mpira wa miguu Zanzibar (ZFA) kimetakiwa kundelea kukuza vipaji vya wachezaji Vijana ili kuwa na wachezaji wengi kwenye timu za Taifa za Tanzania na zile za Zanzibar ili kuendeleza soka la Tanzania kwa ujumla.
Akizugumza na mtandao huu Mkuregenzi wa ufundi wa TFF Amy Ninje akiwa Zanzibar kwenye zoezi la utafutaji vipaji vya timu ya Taifa ya Tanzania U 17 ya baadae amesema Zanzibar ni moja ya visiwa vilivyojaaliwa kuwa na vipaji ambavyo vinaweza kuuzika sehemu mbali mbali duniani.
Amesema ZFA wanahitaji kuwa na mipango ya muda mrefu kukuza soka la Vijana kwa kuwa Vijana wa Zanzibar wanakulia kwenye damu ya mpira ila wanahitaji kuendelezwa ili kuhakikisha wanapiga hatua kama Zanzibar kuwa na wachezaji wazuri ili kuwakilisha pande zote mbili kwenye timu za Taifa.
Aidha kuhusu Zoezi la kutafuta vipaji amewapongeza ZFA kwa kundaa Vijana wengi kwenye hatua hiyo ya kutafuta vipaji ambayo ni moja ya ajenda ya TFF kukuza soka la Vijana ili kuwa na timu bora za baadae .
Kwa upande mwengine amesikitishwa na kitendo cha Zanzibar kushindwa kupeleka timu ya Taifa ya U20 kwenye mashindano ya CECAFA Uganda kwa vile Zanzibar kuna timu wachezaji na timu nyingi za Vijana ambazo zingeweza kuifanya Zanzibar kuonyesha uwezo wao wa kucheza soka.
‘’ katika mipango yangu nimekaa na ZFA kuna mashindano ya Vijana tuyanzushe Taifa Cup ili kuwa na mashindano ya kanda ya Vijana ya ndani ya Tanzania ‘’Alisema Amy Ninje.
Jumla ya wachezaji 13 wamechaguliwa kwenye kikosi cha awali cha timu ya Taifa ya Tanzania wataelekea Arusha kwenye kambi maalum ya pamoja kuungana na wenzao wa mikoa mengine ya Tanzania bara.
ZFA kusini yaunga mkono mabadiliko ya katiba
Chama cha mpira wa Miguu ZFA wilaya ya kusini kimesema kinaunga mkono mabadiliko yanayofanywa na ZFA Taifa ikiwemo mchakato wa katiba mpya ya ZFA.
Akizugumza na Gazeti hili Katibu wa ZFA wilaya ya Kusini Unguja Aje Usi Mbwana amesema wao wilaya wameyapokea mabadiliko hayo ambayo yanaweza kusaidia kupiga hatua mpira wa Zanzibar kwa miaka ijayo na kuleta utawala bora kwenye ZFA.
Amesema suala la katiba ya ZFA jambo muhimu kufanyiwa marekibisho licha baadhi ya vipengele vinakwenda kuwandosha vingozi wa muda mrefu wa ZFA ila katiba hiyo inakuja kuleta umoja ndani ya ZFA na kundosha makundi yalikuwepo kwa muda mrefu.
Kwa upande wa mabadiliko ya uendeshaji mpira wa Zanzibar kwenye katiba mpya ya ZFA amesema ni mafanikio makubwa sana siku za baadae Zanzibar kuwa na shirikisho la mpira wa miguu badala ya sasa kuwa na Chama cha mpira wa miguu inaweza kutanua utawala mpira kwenye maeneo makubwa ya mpira wa Zanzibar.
‘’Katiba inasema Wilaya zitajitegemea zitakuwa na katiba zao sio mbaya ni jambo jema ila wajue wilaya sasa hazitangiliwa na ZFA Taifa kama ilivyosasa haya mabadiliko ni mazuri kwetu’’ Alimalizia Aje Usi Mbwana.
Anguko la Soka Kisiwani Pemba latajwa
Wadau wa soka kisiwani Pemba wamefunguka sababu ya kuanguka soka ndani ya kisiwa hicho ni ongezeko la gharama za kuendesha timu kulingana na mahitaji ya sasa.
Wakizugumza na Gazeti hili wadau mbali mbali wa mpira wa miguu Kisiwani Pemba Ali Hamad mkaazi wa Wete amesema sababu ya kunguka soka kisiwani Pemba ni kutokana na mindombinu mibovu ya kuendeshea soka kwa Zanzibar nzima.
Aidha Hamadi amesema kitendo cha ligi kuu ya Zanzibar kuchezwa kwa misimu 6 bila ya mdhamini ni sawa na kucheza ngoma ambayo huijui hivyo muda umefika kwa wahusika waliobeba dhamana kushindwa kutumiza wajibu wao.
Said mrisho mkaazi wa machomane eneo la kambi ya timu ya Chupkizi amesema kitendo cha vilabu vya Pemba kufanya vibaya kwenye Ligi kuu ya Zanzibar msimu huu ni dalili ya wazi kuwa soka la kisiwani Pemba liko chini na linahitaji uwekezaji mkubwa sana ili kundoa changamoto ndani ya vilabu vya Pemba.
‘’Siasa yetu imechangia sana kuharibu soka letu la Zanzibar kwa Unguja na Pemba tumegawanywa sana sisi Pemba tunaonekana tuko nyuma leo Pemba kunaonekana mbali sana wakati sisi ni wamoja lazima turudi kwenye umoja ndio uhai wa soka letu la Zanzibar’’ Alifafanua Mrisho.
Kwa upande wake baadhi ya Vijana wanaocheza ligi za madaraja ya Vijana kisiwani Pemba wamesema kitendo cha ZFA kutokuwa na ufatiliaji wa kutafuta vipaji kutoka Pande ya Pemba na kubedhi Unguja kinaleta mgawanyo na hakijengi umoja kwenye soka la Zanzibar.
Pemba wataka Mchezo wa Ng'ombe uboreshwe
Wananchi wa kisiwani Pemba na wakaazi wa Kiuyu Nungwini wameitaka Serikali ya Mapinduzi ya Zanzibar kupitia Wizara ya Sanaa Vijana na Michezo kuendeleza michezo ya asili ili kulinda utamaduni wa mzanzibar.
Akizugumza na mtandao huu mchezaji mkongwe wa mchezo wa Ng’ombe Abdalla Ali wakati wa shamra shamra za kuelekea kilele cha mapinduzi ya Zanzibar ya miaka 55 huko Kiuyu Pemba amesema mchezo huo kwa sasa unaelekea kufa baada ya wachezaji wengi wa mchezo huo kuwa ni watu wazima na umri wao umeshakwenda .
Aidha ameitaka Serikali ya SMZ kuhakikisha inaendeleza mchezo huo kwa Vijana kwa kujengewa uwanja maalum wa kisasa wa mchezo huo kama unavyofanywa kwenye nchi zilizoendelea ili kutengeneza usalama kwa wanaongalia mchezo huo na wachezaji badala yake kuachana na dhana ya kuchezwa kwa wakati maalum.
Kwa upande wake mchezaji mkongwe wa mchezo huo Ali Azan amesema mchezo huo umekuwa uko hatarini kupotea kutokana na Vijana kuwa woga wa kucheza na Ng’ombe badala yake Vijana wamefata michezo ya kisasa na kuacha ya asili.
‘’Sisi tunacheza mchezo huu miaka 50 sasa tushavunjwa sana na Ng’ombe lakini tunauguza miguu baadaye tunaendelea na mchezo huu kama vile mpira wa miguu unapata majeraha unarudi uwanjani’’ Alimalazia Azani Ali.
Kwa upande Makamo pili wa Raisi Zanzibar Balozi Sefu Ali Idi amewakabidhi wachezaji TSH laki tano na kuahidi Serikali ya SMZ itandeleza mchezo huo kwa upande wa kisiwa cha Pemba.
Neema ya washukia michezo ya walemavu zanzibar
Chama cha mpira wa miguu wa walemavu wa Zanzibar wanatarajia kupata udhamini kutoka chama cha mpira wa walemavu duniani kuanzia mwezi ujao wa pili.
Akizugumza na Gazeti hili mwenyekiti chama hicho hapa visiwani Zanzibar Hassan Haji Silima amesema chama cha mpira wa miguu watu wenye ulemavu Zanzibar wanatarajia kupokea msaada wa udhamini wa vifaa vya kisasa ili kuweza kushiriki mashindano ya kimataifa bila ya kuwa na changamoto ya vifaa vya mchezo huo.
Aidha Silima amesema baada ya ziara ya Raisi wa Shirikisho la mpira wa miguu watu wenye ulemavu Dunia Zanzibar Samuel Backer mwaka uliopita amewaahidi kuwaletea vifaa vya kisasa ili kuweza kuwasaidia watu wenye ulemavu Zanzibar kuweza kushiriki kwenye michezo ya kimataifa.
Kuhusu Ligi kuu ya Zanzibar ya mpira wa miguu kwa watu wenye ulemavu amesema kwa muda mrefu sana mashindano hayo yamekuwa yakisita kutokana na kukosa vifaa vya kisasa na kusababisha Ligi hiyo kuzorota na idadi ndogo ya vilabu vya watu wenye ulemavu Zanzibar .
‘’Ukweli hamasa bado ndogo ila tunatarajia baada ya kupata vifaa hivi hamasa itaongezeka kwa wachezaji wetu maana watu wenye ulemavu bado wanajiona wao ni wanyonge sana’’ Alimalizia Silima.
RC Ayubu awapongeza wilaya mjini ZBC Mapinduzi Cup
Mkuu wa Mkoa wa mjini Magharib Ayubu Mohamed Mahumud amewaahidi zawadi washindi wa mashindano ya Ligi za madaraja ya Vijana Wilaya ya Mjini na Magharib msimu huu wa mwaka 2018/2019.
Akizugumza kwenye mapokezi ya timu ya Vijana ya wilaya Mjini hapa visiwani Zanzibar baada ya kuibuka mabingwa mara ya pili kwenye mashindano ya ZBC watoto Mapinduzi Cup yaliomalizikia kisiwani Pemba na Wilaya ya Mjini kuwa mabingwa.
Aidha Ayubu amewataka Vijana hao kundelea kudumisha nidhamu ya michezo ili kuweza kuleta maendeleo ya michezo visiwani Zanzibar na kuwa wachezaji tegemezi baadae kwenye vilabu vikubwa ndani na nje ya Tanzania.
‘’Vingozi wenu ni imara kila jambo wanalolindaa vizuri na mapema walikuja ofisini kwangu tunapanga kwa pamoja sasa mwaka huu nimeahidi kusaidia wilaya hizi mbili ili kutoa hamasa kwa vijana’’ Alifafanua Ayubu.
Kwa upande wake Katibu wa kamati ya soka la Vijana Wilaya ya mjini Alawi Haidar amesema wilaya ya mjini ni wilaya kubwa kimechezo hususan mpira wa miguu ndio wilaya iliyozalisha wachezaji wengi wenye majina kutoka madaraja ya Vijana .
‘’Feisal Salum, Nadir Haroub, Saidi Makapu, Angrey Morris, Sleman Selembe na wachezaji wote wa Zanzibar Heros chimbu lake ni Wilaya ya mjini ‘’ Alimalizia Alawi Foum.
Mkuu wa mkoa mjini Magharib amewaihidi mabingwa wa ngazi zote za Ligi za Vijana Wilaya ya mjini na Magharib viatu ,seti za jezi fedha taslim na vifaa maalum kundeshea ofisi za wilaya hizo za ZFA za madaraja ya Vijana.
Wilaya ya mjini imefanikiwa kuchukua kombe hilo la ZBC watoto Mapinduzi Cup baada ya kuifunga wilaya ya Magharib B magoli 2 kwa moja kwenye uwanja wa Gombani.

FA CUP zanzibar kuanza Febuary 5
Chama cha mpira wa Miguu Zanzibar (ZFA) kupitia kamati ya mashindano imetangaza tarehe ya kuanza mashindano ya Kombe la FA cup Zanzibar linalotarajiwa kuanza tarehe 5 mwezi Febuary litashirikisha timu 24 kutoka daraja la kwanza na timu zote za daraja la pili Taifa na timu zote za Ligi kuu ya Zanzibar na timu za wilaya za wakubwa.
Kwenye taarifa iliotolewa na katibu wa kamati ya mashindano Alawi Haidar Foum imesema mashindano hayo mapya ya FA CUP ambayo yameingizwa kwenye kanuni ya ZFA mshindi wa mashindano hayo atawakilisha Zanzibar kwenye mashindano ya Kombe la Shirikisho Afrika mwakani badala ya Makamo Bingwa wa Ligi kuu ya Zanzibar.
Aidha taarifa hiyo inasema mashindano hayo yataanza kwa hatua ya mtoano kwa kanda ya Unguja na Pemba ili kundoa gharama zisizo za msingi na mwisho kupata timu nne kutoka kila kanda kucheza nane bora kutafuta mashindi mmoja wa mashindano hayo.
Kwa upande wa vigezo imesema mshindi wa mashindano hayo itazingatia vigezo vya leseni za CAF za vilabu mwenye sifa ya kuwakilisha kwenye mashindano hayo ya Afrika kwa vilabu ngazi ya Kombe la Washindi.
Wakati huo huo dirisha dogo la usajili tayari limefunguliwa rasmi na kufungwa janaury 25 .
SMZ kuongeza bajeti ya michezo mwaka wa fedha
Serikali ya mapinduzi ya Zanzibar imesema iko katika mpango wa kuongeza bajeti ya Wizara ya michezo kwenye mwaka ujao wa fedha ili kuvisaidia vyama vya michezo Zanzibar na kundeleza michezo Zanzibar.
Akizugumza kwenye shamrashamra za kusherekea miaka 55 ya Mapinduzi ya Zanzibar Kisiwani Pemba Afisa mdhamini michezo na utamaduni Shein Ali amesema Serikali ya mapinduzi ya Zanzibar kwa makusudi imeamua kundeleza suala la michezo yote Zanzibar ikiwemo michezo ambayo inachezwa hadharani bila va vingilio ili kuweza kuwasaidia wanamichezo.
Aidha amesema sekta ya michezo bado inakubwa na changamoto ya fedha ila bado anawapongeza Vijana kujitoa kuhakikisha wanafanya bidii ya kuweza kujiajiri kwenye sekta ya michezo Zanzibar.
‘’Kwenye ilani ya CCM 2015 -2020 imeeleza wazi suala la michezo ni ajira hivyo kwa makusudi tumeamua kulipa suala hili kipao mbele ikiwemo ujenzi wa Viwanja vya kisasa kwenye kila wilaya za Unguja na Pemba na ujenzi wa kiwanja cha Mao Zendog yote ni mafanikio yetu’’ Alisema Ali Shein.

PREAMBLE
1)Noting that:
(a) Football has played a major role in the lives of the Zanzibar people since the nineteenth century when it was introduced into the Islands;
(b) Well before the era of African Independence, Zanzibar has been an equal partner to the East African regional national football competitions and an internationally recognised member of the football fraternity through its associate membership to the England Football Association;
(c)Zanzibar’s perception of footballas among keycontributors in its overall objective of integration at alllevels is further recognisable by its establishment of a football association soon after Independence through the 1964Revolution;
(d) The Zanzibar Football Association (ZFA) so establishedcontributed immenselyto nationalunity throughthe peoples’ common and harmonious enjoyment offootball regardless of colour, race or creed,
(e) Football is hence amongthe truereflections of the people’s identity and a fair representative of their common aspirations,thus a strong link in the chain of its cultural fusion and harmonisation which is acknowledged world-wide;
(2) Recognising that as an associate member of CAF, member of CECAFA and a confederate of TFF until such time that it acquires full FIFA membership,it is a non-political and independent organisationin its administration.
(3) Asserting its objective tonurture, organize and promotefootball in Zanzibar to its full potential with the slogan ofFair Football, Fair Play,Fair World;

“CAF” Stands for Confederation of African Football Association.

“AT” Stands for Arbitration Tribunal.
“IFAB” Stands for International Football Association Board, which Authorizes and modifies the Laws of the game.
“PRESIDENT” Stands for the President of Zanzibar Football Federation.

“GENERAL SECRETARY” Stands for General Secretary of Zanzibar Football Federation.

“LEAGUE” Stands for the Competition organized by the Zanzibar Football Federations.
“MEMBERS” Stands for the members of the Zanzibar Football Federation.
“STATUTE” Stands for the Articles of the Zanzibar Football Federation approved by Registrar of Sports.
“OFFICE- BEARER” Stands for President, Vice President or any member of the ZFF Council.
“COUNCIL” Stands for the ZFF Council contemplated under Articlexxx of this Statute.
“EXCUTIVE OFFICE” Stands for the position of President, Vice President or member of Council.
“THE EXECUTIVE COMMIITTEE” Means executive body of ZFF
“ZFF FAMILY” means all ZFF executive committee members, ZFF committee members, Regional and District executive committee members, referee, assistant referees, match commissioners and assessors, licenced coached, medical and administrative staff of ZFF. Also, it includes ZFF employees, Players, Match officials, players and match agents as defined in ZFF statute, Honorary members and Board of Trustee.
GENERAL REQUIREMENTS
ARTICLE 1. NAME, HEADQUARTERS AND LEGAL FORMS
1. The Federation shall be known as the Zanzibar Football Federation (ZFF).
2. ZFF is a Football Organization registered in Zanzibar under the Zanzibar National Sports Act number8 of1984 and replaced with Zanzibar National Sports Act number 5 of 2010.
3. The headquarter of ZFF is located in Zanzibar, Urban West Region and can only be transferred elsewhere by decision of the General Assembly. It has its have sub office in Pemba.
4. ZFF shall have its own flag, logo and emblem, which shall be approved by the General Assembly and registered by the registrar of the Copyrights in Zanzibar.
5. TFF is neither political nor religious organization. It is against all forms of political, religious, gender and ethical discriminations.
6. It is formed for an unlimited period.
7. ZFF is full and founding member of CECAFA and associate member of CAF. It is therefore obliged to respect CECAFA, CAF and FIFA statutes, regulations, directions and decisions and to ensure that these are likewise respected by its members.
ARTICLE 2: OBJECTIVES
ZFF has the following Objectives.
1. To carry on the public interest of administering, developing, coordinating and promoting the game of football in which the participants take part in accordance with the principles laid down in this Statute and those ofCECAFA, CAF and FIFA.
2. To improve the game of football constantly and promote, regulate and control it throughout the Zanzibar in accordance with the principles of fair play and its unifying, educational, cultural and humanitarian values, particularly through youth and development programmes.
3. To organize competitions in all its forms by defining precisely, as required, the areas of authority delegated to the various members and Leagues of which it is composed.
4. To draw up regulations and provisions and to ensure their enforcement.
5. To protect the interests of its Members.
6. To respect and prevent any infringement of the statutes, regulations, directives and decisions of ZFF, CECAFA,CAF and FIFA as well as the Laws of the Game and to ensure that these are also respected by its Members.
7. To prevent all methods or practices which might jeopardise the integrity of matches in competitions or give rise to abuse of Federation Football?
8. To control and supervise all football matches of all forms played throughout Zanzibar.
9. To manage international sporting relations connected with Federation Football in all its forms.
10. To host competitions at both national and international levels.
11. To settle disputes arising between Members or bodies or persons connected directly or indirectly with football within the jurisdiction of Zanzibar.
12. To mobilise resources and raise funds by means of subscriptions, donations and from the carrying on of any business, trade or undertaking consistent with or ancillary to its objects or is calculated directly or indirectly to advance the interests of Zanzibar.
13. To acquire and develop playing facilities including the construction of stadiums and related facilities.
14. To do all such things as may be incidental or conducive to the attainment of the ZFF objectives.
15. For the time being while ZFF is not a member of FIFA, ZFF shall cooperate with TFF in all matters relating to FIFA and such cooperation shall not affect the status of ZFF in its affiliation with its regional and sub-regional membership.
16. To protect the right of players and create enabling environment for their welfare and development.
ARTICLE 3: OFFICIAL LANGUAGES AND DIVERGENCE BETWEEN TEXTS
1 The official Languages of ZFF shall be Kiswahili and English and sign language.
2 Official documents and texts shall be written in either of the two languages.
2 The Language of the General Assembly shall be either in Kiswahili or English and sign language.
3 In the event of any divergence between the interpretation of texts in different languages, the English Text shall prevail.
II. MEMBERSHIP
ARTICLE 4:CATEGORIES OF MEMBERS
The ZFF shall have the following categories of members: -
1. Full members which includes:
a) Premier Leagues Clubs
b) Regional FootballAssociations
c) Associations of Football Referees
d) Association of Football Coaches
e) Women’s Football Association
f) Beach Soccer and Futsal Association
g) People with Disabilities Football Association???
h) Player’s Union
2. Associate members
a) Secondary school’s competitions
b) Higher learning institutions
c) Any affiliated groups associated in football
3. Honorary Members
ARTICLE 5. CONDITIONS OF MEMBERSHIP
Except for Honorary members which shall be granted to a person or a group of persons in recognition of their proven exceptional contribution in the promotion of football in Zanzibar, ZFF Membership shall be obtained by an application which is accompanied by: -
1. Registered Statute.
2. A declaration that the head office is located and registered in Zanzibar.
3. A declaration that it shall comply with the statutes, regulations and decisions of ZFF, CECAFA, CAF and FIFA and ensure that these are also respected.
4. A declaration that the member participates regularly in the tournaments organized by ZFF.
5. A declaration to the effect that all official home matches are played within Zanzibar.
6. A declaration that its members shall comply with the rules and procedures of the ZFF, CECAFA, CAF and FIFA.
7. A declaration that the member will pay annual subscription fees timely and accurately.
8. A declaration that the member will comply with the Laws of the Game in force.
9. A member that does not fulfil the above-mentioned conditions shall not be admitted
ARTICLE 6.PROCEDURE FOR MEMBERSHIP
1. Membership shall be obtained by application submitted in writing to the General Secretary of ZFF.
2. The Application shall be accompanied by:-
a) Dully filled application form.
b) A copy of approved Statute.
c) A declaration that it will always comply with the statutes, regulations and decisions of ZFF, CECAFA, CAF and FIFA and ensure that these are also respected by its own Members, Clubs, Officials and Players;
d) A declaration that it will comply with the Laws of the Game in force;
e) A list of officials, specifying those who are authorized signatories, with the right to enter into legally binding agreements with the third parties;
f) A declaration to the effect that it undertakes to ensure that these statutes are respected by its own members and by any other person (player or official) with whom it has a contract.
g) A declaration to the effect that it recognizes the exclusive authority of the Arbitration Tribunals for all legal disputes relating to football matters involving itself or any of its members.
h) A declaration to the effect that it undertakes not to organize or participate in friendly or competitive matches involving clubs from outside its territories without the prior consent of ZFF and / or the member(s) to which the club belongs.
i) Minutes or Board resolution on decision to join ZFF.
ARTICLE 7. MEMBERS’ RIGHTS
1 Full members of ZFF Shall have the following rights:
a) To take part in the General Assembly of ZFF.
b) To know its agenda in advance, to be called tothe General Assembly within the prescribed time and to exercise their voting rights.
c) To draw up proposals for inclusion in the agenda of the General Assembly.
d) To nominate candidates for all bodies of ZFF to be elected.
e) To be informed of the affairs of ZFF through the official bodies of ZFF.
f) To take part in competitions [if applicable] and/or other sporting activities organised by ZFF.
g) To exercise all other rights arising from the Statutes and regulations of ZFF.
2. The exercise of these rights is subject to other provisions in these Statutes and the applicable Regulations.
3. Associate members shall only have right to take part in Annual General Meeting and be informed of affairs of ZFF through official bodies and take part in other sporting activities organised by ZFF.
ARTICLE 8. MEMBERS’ OBLIGATIONS
1. The Members of ZFF have the following obligations:
a) To comply fully with the statutes, regulations, directives and decisions of FIFA, CAF and ZFF always and to ensure that these are also respected by its members;
b) To ensure the election of their decision-making bodies;
c) To take part in competitions [if applicable] and other Footballactivities organised by ZFF;
d) To pay their membership subscriptions;
e) To respect the Laws of the Game as laid down by ZFF and to ensure that these are also respected by its members through a Statuteal provision;
f) To adopt a Statute clause specifying that any dispute requiring arbitration involving itself or one of its members and relating to the statutes, regulations, directives and decisions of FIFA, CAF, ZFF or the League(s) shall come solely under the jurisdiction of the appropriate Arbitration Tribunal of FIFA, CAF or ZFF and that any recourse to Ordinary Courts is prohibited;
g) To communicate to ZFF any amendment of its Statute as well as the list of its officials or persons who are authorised signatories with the right to enter into legally binding agreements with third parties;
h) Not to maintain any relations of a sporting nature with entities that are not recognised or with Members that have been suspended or expelled.
i) To observe the principles of loyalty, integrity and good sporting behaviour as an expression of fair play through a Statuteal provision.
j) To observe the mandatory items specified under Article 10 (Admission) for theduration of their affiliation.
k) To administer a register of members which shall regularly be updated.
l) To comply fully with all other duties arising from the statutes andother regulations of FIFA, CAF, CECAFA and ZFF.
2. Violation of the above-mentioned obligations by any Member may lead to
Sanctions.
ARTICLE 9: DECISION ON AFFILIATION
1. Only the General Assembly of ZFF has the mandate to decide on the affiliation of a member.
2. Affiliation may not be refused unless the organization of the applicant is incompatible with this Statute and with article 5 in particular.
ARTICLE 10: LEGAL FORM OF MEMBERS
1. The members of ZFF are brought together in the form of organisation of Federal nature, in compliance with legislations of Zanzibar provided that, such compliance shall not compromise ZFF membership to CECAFA, CAFand FIFA.
ARTICLE 11: STATUS OF MEMBERS
1. The Premier League Clubs, and any other groups affiliated to ZFFshall be subordinate to and recognized by ZFF.
2. ZFF Regulations shall define the scope or authority and the rights and duties of these clubs and affiliate groups.
3. The Statutes and regulations of these clubs and affiliate groups shall be approved by ZFF or the respective Member Association. (registrar’s role)
4. Affiliate Members and group of clubs shall take all decisions on any matter regarding membership independently of any external body.
ARTICLE 12: LOSS OF MEMBERSHIP STATUS
1. Membership status shall be terminated by:
a. Resignation of the member,
b. expulsion
c. dissolution.
d. For Premier league team if relegated.
2. Loss of membership status shall not relieve the member from its financial obligations towards ZFF or other members of this body.
ARTICLE 13: SUSPENSION
1. General Assembly has right to suspend a member or members.
2. Serious breach of the statutes, regulations, directives and decisions of ZFF may result, subsequent to the decision of the general Assembly, in the suspension of membership of ZFF for a maximum of two years.
3. In an urgent case, the Executive Committee may impose a provisional sanction of this kind. In this case, the suspension shall only last until the next General Assembly which must make a decision on this sanction.
4. Any decision on suspension implies the loss of the rights and obligations associated with member status while the suspension remains in force.
5. Failure to observe the provisions of Article 15 (1) shall constitute a serious violation. The suspension shall last until the next General Assembly, unless the Executive Committee has lifted it in the meantime.
6. Other Members may not entertain sporting contact with a suspended Member. The Disciplinary Committee may impose further sanctions to suspended member and those interacting with.
7. Members that do not participate in the football activities of ZFF for two consecutive years shall be suspended from voting at the Annual General Assembly and their representatives shall not be elected or appointed until they have fulfilled their obligations in this respect.
ARTICLE 14: EXPULSION
1. The General Assembly may expel a Member if:
a. It fails to fulfil its financial obligations towards ZFF.
b. It repeatedly violates the Statute, Regulations, Directives or Decisions of ZFF, CECAFA, CAF and FIFA.
c. It brings a dispute to an Court of Law, except in cases where the ZFF, CECAFA, CAF and FIFAregulationsor binding legal provisions specifically provide for or stipulate recourse to Court of Law.
2. The presence of a majority (more than 50%) of Members entitled to vote at the General Assembly is necessary for an expulsion to be valid, and the motion for expulsion must be adopted by a three-quarter majority of the valid votes cast.
ARTICLE 15: RESIGNATION
1. A Member may resign from ZFF with effect from the end of a calendar year. Notice of resignation must reach the General Secretary no later than 6(six) months before the end of the calendar year.
2. The resignation is not valid until the Member wishing to resign has fulfilled its financial obligations towards ZFF and the other Members of ZFF.
ARTICLE 16: DISSOLUTION OF MEMBER
1. The dissolution of a member may be voluntary or legal. In each case, it shall result in the loss of member status, even before the liquidation stage is reached. That shall also include the merger of two members.
ARTICLE 17:HONORARY MEMBERSHIP
1. The General Assembly may bestow the title of honorary member upon any person(s) for meritorious service to football.
2. The Executive Committee shall make these nominations.
3. Honorary members shall not have voting rights in the General Assembly but may attend as observers and/or advisors as the situation may determine.
PART III. ORGANISATION
ARTICLE 18: LIST OF ORGANS
1. ZFF shall have the following organs: -
a. The General Assembly
b. The Executive Committee
c. General Secretariat
d. The Judicial organs
e. The body for the Auditing of the Account
f. The Election Committees
2. The Executive Committee has the authority to nominate Standing Committees. Such Committees are of a consultative nature and are subject to special regulations to be approved by Executive Committee.
3. In an urgent or special case concerning the welfare of the association requiring particular attention or in- depth analysis, the President has the authority to appoint an Ad-hoc Committee for that purpose. Such Committee shall be of a consultative nature and subject to specific terms of reference approved by the President.
GENERAL ASSEMBLY
ARTICLE 19: DEFINITION AND COMPOSITION
1. The General Assembly is the meeting at which all of the Members of ZFF regularly convene. It represents the supreme and legislative authority of ZFF. Only a General Assembly that is duly convened has the authority to make decisions.
2. A General Assembly may be Ordinary or Extraordinary.
3. The President shall conduct the General Assembly business in compliance with the standing orders of theGeneral Assembly.
4. The General Assembly may appoint observers who take part in the General Assembly without the right to debate or to vote.
5. The honorary presidents or honorary members may take part in the General Assembly. They may join the debates but are not entitled to vote.
6. The Executive Committee shall decide on the participation of non-members who shall be referred to as third parties at the General Assembly. However, they shall have no voting rights although they can be consulted with the express permission of the President presiding in the meeting.
ARTICLE 20: DELEGATES AND VOTE
The General Assembly of ZFF shall be composed of(37) delegates including the following: -
1. One member from every Premier League Club. 20
2. For each Regional Association which is a member of ZFF, a chair and General Secretary one delegate from each district.10
3. One member from Player’s Union.1
4. For the following Football Affiliated Groups, the following delegates: -6
a. Two delegates from Women Football Association.
b. One delegates from Zanzibar football Coaches’ Association.
c. Two delegates from Zanzibar beach soccer and Futsal Association.
One delegates from the Disabled Football Association
5. The Executive Committee and General Secretary shall take part in the General Assembly without voting right. During their term of the office, members of Executive Committee may not be appointed as delegates for their respective Associations.
6. All other delegates shall have the right to vote.
ARTICLE 21:AREAS OF AUTHORITY
1. The National General Assembly meeting shall have the following authority:
a. Adopting or amending the Statutes, regulations and standing orders of ZFF.
b. Approve the minutes of the last meeting;
c. Electing the President, Vice-President and other members of theExecutive Committee;
d. Ratifying the members of the Judicial bodies proposed by the Executive Committee;
e. Ratifying the members of the Electoral bodies proposed by theExecutive Committee;
f. Ratifying the members of the Audit and compliance Committee proposedby the Executive Committee;
g. Approving the financial statements;
h. Approving the budget;
i. Approving the President’s activity report;
j. Appointing the independent auditors upon the proposal of the ExecutiveCommittee;
k. Fixing the membership subscriptions on the recommendation of theExecutive Committee;
l. Deciding upon the nomination of the Executive Committee, whether to bestow the title of honorary member.
m. Admitting, suspending or expelling a Member;
n. Revoking the mandate of one or a number of members of a body of ZFF;
o. Dissolving ZFF;
p. Passing decisions at the request of members in accordance with this Statute and
q. Passing decisions at the request of a Member in accordance with this
Statute.
ARTICLE 22: ORDINARY GENERAL ASSEMBLY
1. The ordinary General Assembly shall be convened by the President once in a year at the venue to be designated by the President. The invitation to the meeting must be sent out at least thirty (30) days before the meeting.
2. The Agenda shall include venue, date and time to be set by the President in consultation with the Executive Committee.
3. The agenda the activities report, the budget, the accounts and any other relevant document shall be sent out to members at least 15 days before the meeting to their official address.
4. Each member shall have the right to request the inclusion of an item on the agenda provided that the General Secretariat of ZFF received the request at least 15 days before the meeting.
ARTICLE 23: AGENDA FOR THE ORDINARY GENERAL ASSEMBLY
1. The agenda for the ordinary general assembly shall include the following mandatory items; -
a. Verification of the composition of the meeting.
b. Adoption of the agenda.
c. Confirmation of the last minutes.
d. Matters arising from the previous Minutes.
e. The President’s address.
f. Considering performance reports from members.
g. Approval of the activities report of the Executive Committee.
h. Approval of the Audited accounts for the previous year.
i. Approval of the report of the auditing firm and of the actions of the Executive organs.
j. Approval of the budget for the following year
k. Election for any vacant positions
l. Examination of the proposals for amendment to the statutes and regulation of ZFF.
m. Discussion of proposals submitted by the members or the executive committee.
n. Any other business.
2. The admission of member shall appear on the agenda after all debates. Conversely, the suspension or exclusion of a member shall take place before any debates.
ARTICLE 24: EXTRA ORDINARY GENERAL ASSEMBLY
1. The President in consultation with the Executive committee may convene an Extra Ordinary General Assembly, if it is deemed fit.
2. When at least two third (2/3) of the members have submitted the request to the Executive Committee in writing. The Executive Committee shall be obliged to convene an Extraordinary General Meeting not later than two months after submission of the request.
3. Notification of the meeting must be sent out at least15days before the meeting.
4. The agenda and any other relevant documents shall be sent out to the members at least 7days before the meeting.
5. When the Extra Ordinary General Assembly is convened on the initiative of the Executive Committee, then this body shall set the agenda. When it is convened at the request of at least 50% of the member of the category, the agenda shall contain the matters raised by those members.
6. The agenda of the later may not be changed under any circumstances.
7. The agenda of extra ordinary meeting may not be altered.
ARTICLE 25: QUORUM OF THE MEETING.
1. Decisions passed by the General Assembly shall only be valid if the absolute majority (50%+1) of the Members who are entitled to vote are present.
2. If a quorum is not achieved, a second General Assembly shall take place within 24 hours, with the same agenda.
3. A quorum is not required for the second meeting unless any item on the agenda proposes the amendment of the Statutes of ZFF, the election of the President and election of the Vice-president and members of the Executive Committee, the dismissal of one or a number of members of a body of ZFF, the expulsion of a Member of ZFF or the dissolution of ZFF.
ARTICLE 26: CONDUCT OF THE GENERAL ASSEMBLY
1. The General Assembly shall be chaired by the President of ZFF. If the President is absent or unable to attend, the General Assembly shall be chaired by the Vice President. If both are absent or unable to attend, the General Assembly shall be chaired by the longest serving Executive Committee member. If the Executive Committee members have served for the same period of time, then the members with the longest experience in football administration will chair the meeting. Otherwise, the most senior member will be the chairperson to the meeting.
2. The meeting may designate an adequate number of scrutinizers.
3. Delegates may address the meeting in any of the ZFF official languages.
4. The President shall be responsible for ensuring that the meeting runs according to plan. For this purpose, he is entitled to curtail speeches by members.
5. The minutes of the meeting shall be made by the General Secretary who shall send them to members within one month following the meeting.
ARTICLE 27: DECISION AND ELECTIONS
1. The General Assembly shall not make a decision on any issue that is not included on the agenda.
2. Each official delegate shall have only one single vote and shall not represent more than one member.
3. Elections shall be conducted by secret ballot.
4. Unless otherwise stipulated in the statutes, the decisions of the General Assembly shall be reached by show of hands or by means of electronic count, if a show of hands does not result in a clear majority in favour of a motion, the vote shall be taken by calling the roll in an alphabetical order.
5. Decisions relating to any change of head office of ZFF, any amendment to the Statutes and regulations, any modifications to the agenda of the Ordinary General Assembly, any decision relating to the suspension or dismissal of a member of an organ of ZFF or relating to bestowing of the tittle of the honorary President or member of ZFF or relating to the exclusion of a member of ZFF or the dissolution of ZFF, shall require a majority of two-thirds (2/3) of the votes validly cast by the official delegates.
6. Spoiled voting slips, blank voting slips, or any other forms of abstention shall not be included in the count of validity cast votes.
7. If no votes are cast because of spoiled voting slips, blank voting slips or abstentions, the decision shall be counted as a rejection, unless the voting is about nomination of members to any committee stipulated in this Statute. In such a case, the voting exercise has to be repeated, unless the nomination was from a single person, to which such no voting will be counted as rejection.
8. The election of the President or Vice President shall be carried out on the basis of an absolute majority (50%+1) of the votes validly cast by the official delegates who are voting in the first round. Thereafter, it shall be made on the basis of the relative majority (the highest number of votes).However, if there are more than two candidates for the positions mentioned above, then the two candidates who obtained the highest number of votes shall contest in the second ballot. Thereafter, it shall be made on the basis of a relative majority.
9. In the event of a tied vote, the President shall have the casting vote (except for elections).
10. Voting by proxy or letter shall not be allowed.
11. The decision taken by the meeting shall come into force immediately, unless the meeting sets another date or delegates this decision to the Executive Committee.
ARTICLE 28: QUALIFICATIONS OF THE CANDIDATES
Any person contesting any position of ZFF must fulfil the following conditions.
1. Must be Zanzibar.
2. Must have:
a. A minimum academic qualification of a Bachelor’s Degree or equivalent in a nationally recognised learning institution and at least a two years’ experience in Football Administration, or
b. A minimum qualification of a National Advanced Secondary Education Certificate or its equivalent from a nationally recognised education institution with at least a five years’ experience in Football Administration, or
c. A minimum qualification of a National Ordinary Secondary Education Certificate or its equivalent from a nationally recognised education institution with a minimum of a seven years’ experience in football administration at the regional level at least, coupled with openly recognisable achievement at that level or beyond.
3. Must have never been previously found guilty of a criminal offence and sentenced to imprisonment without the option of a fine.
4. Must have never been associated with acts contrary to football ethics and the principle of Fair play.
5. Must be at least 25 years old and not exceeding 65 years or
6. The person vying for the post of President or Vice President must have the capacity, Integrity and Personality of representing ZFF within and outside the Country.
ARTICLE 29: AMENDMENT OF STATUTES AND REGULATIONS.
1. The General Assembly is responsible for amending the Statutes, the Regulations governing the application of the Statutes, the Standing Orders of ZFF.
2. Any proposals for an amendment to the Statutes must be submitted in writing with a brief explanation to the general secretariat by a Member or by the Executive Committee. The proposal should be supported in writing by at least 2 other members and sent to the General Secretary (20) days before the General Assembly.
3. For a vote on an amendment to the Statutes to be valid, an absolute majority (more than 50%) of the delegates representing Members eligible to vote must be present.
4. A proposal for an amendment to the statutes shall be adopted only if two third (2/3) of the delegates representing the Members present and eligible to vote agree to.
5. Any proposal to amend the Regulations governing the application of the Statutes, and the standing orders of the General Assembly must be submitted in writing with a brief explanation to the General Secretariat by the delegates representing a Member or by the Executive Committee.
6. A proposal for an amendment to the Regulations governing the application of the Statutes, the standing orders of the General Assembly shall be adopted only by a majority (more than 50%) of the valid votes cast.
EXECUTIVE COMMITTEE
ARTICLE 30- COMPOSITION
1. The Executive Committee shall be composed of the following members:
a. The President.
b. The Vice President.
c. One member elected from the Regions as mentioned in Article31 of this Statute.
d. Two members representing Premier Leagues Clubs.
e. The Chairperson of the Zanzibar Women’s football association
f. One member from Zanzibar Football Coaches Association.
g. One member from Zanzibar Referees Football Association.
h. One member from the Disabled Football Association
i. One member from Beach Soccer and Futsal Association.
j. One member from Players Union.
k. Two members appointed by the President of which one must be woman
2. The fivemembers of the Executive committee representing Regions shall be elected by the General Assembly. The General Assembly shall elect only one person each Region to become a member of Executive Committee.
3. The two members representing the Premier Leagues Clubs are the Chairperson and Vice Chairperson of the ZPL Board elected by Premier League Clubs as per the ZPL governing regulations.
4. A member of the Executive Committee may not at the same time be a member of ZFF Judicial Organ or Election Committee.
5. A person shall cease to be a member of the Executive Committee if he or she commits or does one of the following acts: -
a) Has resigned in writing and present his or her resignation to the executive committee.
b) Is absent in four consecutive ordinary Executive Committee meetings without good cause.
c) Is unable to perform the functions of a member due to illness or any other reason for a consecutive period of twelve months and
d) Is convicted of a criminal offence and sentenced to imprisonment without the option of a fine.
ARTICLE 31: DISTRIBUTIONS FOR REGIONS
1. Every Region shall form two (2) Districts, except in the case of Urban West Region which shall form three (3) Districts. The districts shall therefore be as following.
a. North Region Unguja - North District “A” and North District “B”
b. South Region Unguja - Central District and South District
c. North Region Pemba- Wete District and Micheweni District
d. South Region Pemba- Mkoani District and Chake Chake District
e. Urban West Region - Urban District, Urban West “A” And “B” Districts.
2. Each region shall be represented by one member in the executive committee
ARTICLE 32: LENGTH OF MANDATES
1. The tenure of office and of the mandate of the Executive Committee shall be four (4) years.
2. Members of the Executive Committee may be re-elected. However, the person who is 65 years and above shall not be allowed to stand for presidency.
3. Should any position in the Executive Committee become vacant, the Executive Committee shall fill the vacant positions by appointing another suitable member from the member Association of the absentee until the next Ordinary General Assembly, when a replacement will be elected for the remaining term of the mandate.
ARTICLE 33: AREA OF AUTHORITY
1. The executive committee has the authority in the following particular areas:-
a. Shall pass decision on all cases that not come within the sphere of the responsibility of General assembly or are not reserved for other bodies by law or under this Statute
b. Prepare and convene ordinary and extra ordinary General Assemblies
c. May decide to set up ad-hoc committee
d. Compile regulation for the organisation of standing and ad hock committees
e. Appoint or dismiss General Secretary on the proposal of the President.
f. Shall propose independent auditors to the General Assembly.
g. To manage the affairs of ZFF
h. To apply maximum supervision in all the areas of activity of ZFF.
i. To approve the budget proposal for submission to the General Assembly.
j. To table audited accounts before the General Assembly.
k. To approve the draft activities, report for submission to the General Assembly.
l. To appoint members of Judicial organs, Elections committees and standing committees.
m. To adopt or amend Regulations other than the Regulations governing the application of the Statute and to issue or modify directives for the standing committee and ZPL Board.
n. To institute, organize and abolish official competitions at national level.
o. To maintain relations with national and international sporting bodies, and to propose representative of ZFF for election to these bodies.
p. To propose the members suitable to be awarded the tittle of honorary Members of ZFF to the General Assembly.
q. To provide information to the members of ZFF and the Public.
r. To appoint the National Coaches Instructors and national referee Instructors.
3. Judicial organs and Elections Committees are independent organs of the ZFF and their members shall not be removed before the end of their tenure without the endorsement of the General Assembly.
4. Furthermore, the Executive Committee shall exercise those areas of authority that are not expressly assigned to some other organ of ZFF and in those area specifically delegated to it by the General Assembly.
5. At its own discretion, theExecutive Committee may delegate tasks arising out of its area of authority and call on the services of advisers or grant mandates to third parties, including tenders and procurements, subject to the laws related thereto.
ARTICLE 34: MEETING OF THE EXECUTIVE COMMITTEE
1. The Executive Committee shall meet once every three months within a calendar year. Where the need arises, the President may call an extraordinary Executive Committee meeting.
2. A meeting of the Executive Committee may also be convened at the request of at least 50% of the members of the Executive Committee where the President must convene the requested meeting within twenty-one days following the request.
3. In case the meeting is convened by the members, they must submit the points they wish to appear on the agenda to the General Secretary at least fourteen days before the meeting.
4. The agenda including date, venue and time of the meeting must be sent to the members of the Executive Committee at least seven days before the meeting.
5. The meeting of the Executive Committee shall not be in public. The Executive Committee may, however, invite third parties to attend. Those third parties shall not have voting rights and may only express an opinion with the permission of the Executive Committee.
6. The President shall chair the Executive Committee meeting. If the President is absent or unable to attend, the Vice President shall chair the meeting and if he too is absent, the member of the Executive Committee who has been in office for the longest period of the time shall chair the meeting.If the Executive Committee members have served for the same period of time, then the members with the longest experience in football administration will chair the meeting. Otherwise the most senior member will be the chairperson to the meeting.
Art. 35: DECISIONS
1. The Executive Committee shall not debate and deliberate on any matter unless there is a quorum of 50% of its members.
2. The Executive Committee shall make decisions by a simple majority of the members present. In the event of a tied vote, the President shall have the casting vote.
3. Any member of the Executive Committee shall declare interest and withdraw from the debate if there is any risk or possibility of conflicts of interests.
4. Except in the event of withdrawal, each member shall be bound to express his opinion or second the other.
5. The decision taken shall be recorded in the minutes.
6. The votes shall be made by show of hands.
7. The decisions taken by the Executive Committee shall come into effect immediately, unless the Executive Committee decide otherwise.
PRESIDENCY
Art. 36: PRESIDENT AND VICE PRESIDENT
1. There shall be the President and Vice President of ZFF who shall be elected by the General Assembly of ZFF.
2. The President shall be the legal representative of ZFF.
3. The President is primarily responsible for:
a) Representing ZFF in all circumstance and he shall be the spokesperson of ZFF.
b) Convening the General Assembly and Executive Committee meetings.
c) Chairing the General Assembly and Executive Committee meetings.
d) Ensuring implementation of the decision of the General Assembly and of the Executive Committee by the General Secretariat of ZFF.
e) Supervising the work of the General Secretariat to ensure proper and efficient performance.
f) Ensuring the regular and effective functioning of the organs of ZFF in order to allow it to achieve the objectives specified in these statutes.
g) Appointing two members of Executive Committee.
h) Proposing to the Executive Committee the appointment of,and where necessary disciplinary action against, the General Secretary.
i) Proposing to the Executive committee the appointment of members of the Judicial Organs, Elections Committees, Standing Committees and Board of Trustees.
j) Maintaining good relations between ZFF, its members, other national Football Associations, FIFA, CAF, CECAFA and other Confederations, as well as Government bodies, national sports bodies, organisations and individuals for the betterment of the game.
4. In the event that the President is absent or unable to attend to his duties, these shall be discharged by the Vice President.
5. If the President ceases to exercise his functions, the Vice President shall assume the presidency until the next General Assembly, when a new President will be elected for the remaining term of the mandate.
6. The President shall assign the Vice President other duties that he deems fit.
7. Should any vacant position in Presidency, the Executive Committee shall fill the vacant position(s) by appointing the most senior memberamongst members of Executive Committee until the next Ordinary General Assembly, when a replacement will be elected for the remaining term of the mandate.
ARTICLE 37:PRESENTATION AND SIGNATURE
1. The Presidentshall represent ZFF in respect of third parties. He or she shall commit itselfby means of the joint signature of the President and the General Secretary.
ARTICLE 38:STANDING COMMITTEES AND ZFF BOARD
1. The Standing Committees of ZFF are:-
a. Finance and Planning Committees
b. Internal Audit Committee
c. Competitions Organizing Committee
d. Technical and Development Committee
e. Referees Committee
f. Legal, Ethics and fair Play committee
g. Youth Football Development Committee
h. Beach Soccer and Futsal Committee
i. Women’s football Development Committee
j. Media and Marketing Committee
k. Player’s Status Committee
l. Sports Medical Committee.
m. Zanzibar League Board
2. AChairperson of the Standing Committee shall be members of the Executive Committee, except for Legal and Ethical Committee; Internal Audit Committees.
3. The specific duties and powers of the individual Committees shall be stipulated in special organisation regulations.
4. Each Chairperson shall represent his Committee and conduct business in compliance with the relevant organisation’s regulations.
5. Each committee may propose amendments to its regulations to the Executive Committee.
6. There shall be the Zanzibar League Board formed by Executive Committee that shall be responsible for managing the Premier League first Division and Second Division Leaguesusing regulations approved by the Executive Committee.
ARTICLE39: DUTIES OF STANDING COMMITTEES AND ZANZIBAR LEAGUE BOARD
Finance and Planning Committee
1. The Financial and Planning Committee shall monitor thefinancial management and advise the ExecutiveCommittee on financial matters and asset management.
2. It shall analyse the ZFF budget and the financial statements prepared by the General Secretary and submit them to the Executive Committee for Approval.
3. It shall look into the short, medium and long-term plans of ZFF and it shall also deal with Global strategies for football and its political, economic and social status.
Internal Audit Committee
1. The Internal Audit Committee shall ensure the completeness and reliability of the financial accounting review the external auditors report.
2. Set up and monitor ZFF internal controls to ensure compliance with best financial management practices.
Competition Organizing Committee
1. The Competition Organizing Committee shall organize all international and local competitions except youth, women competitions and Beach Soccer and Futsal Committee.
2. It shall prepare all rules and regulations for all competitions for approval of Executive Committee and manage all competitions organized by ZFF in accordance with the rules, regulations and bylaws governing each competition.
3. It shall also issue sanctions for violation of rules and regulations of the competitions.
4. It shall check compliance to clubs in meeting criteria for Club Licencing regulations.
Technical and Development Committee
1. The technical and development committee shall analyse the basic aspect of football training and technical development of the game. Its primary responsibility shall be to draw a development plan, monitor implementation and make regular evaluation of the achievements.
2. It shall recommend coaches for appointment to the National Teams and shall establish an efficient coaching structure grading administrators and technical personnel as well as carrying out the licencing functions.
Youth football Development Committee
1. The youth football development committee shall organize youth championships in compliance with provisions of the regulations applicable to the respective competitions.
2. It shall formulate youth football development programmes and manage youth football national teams.
3. It shall conduct research on factors influencing the development of youth football and shall also deal with the general issues relating to youth football.
Women’s Football Development Committee
1. The Women’s Football Development Committee shall organize the Women’s football competitions, in compliance with the provisions of regulations applicable to the respective competitions.
2. It shall formulate women football development programmes and manage women football national teams.
3. It shall conduct research on factors influencing the development of women football and shall also deal with the general issues relating to women football.
Referees Committee
1. The referees Committee shall implement Laws of the game.
2. It shall appoint the referees for the matches in competitions organized by ZFF, organizing referees matters within ZFF in collaboration with the ZFF secretariat and monitor the education and training of referees.
Legal and Ethical and Fair Play Committee
1. The legal, ethical and fair play committee shall analyse basic legal issues relating to football and the evolution of the statutes and regulations of ZFF and members.
2. It shall also be responsible for the regulations governing competitions organized by ZFF.
Media and Marketing Committee
1. The Media and Marketing Committee shall deal with Communications and relations between ZFF, its members and stakeholders.
2. It shall draw up proposals for optimum cooperation.
3. The Committee shall deal with working conditions for the media at ZFF and maintain relations with local and international media organisations.
4. It shall be responsible for soliciting marketing opportunities for ZFF,
5. It shall also advise the Executive Committee with regard to drafting and implementing contracts between ZFF and its various marketing/television partners and analyse marketing and strategies that have been devised.
6. It shall also conduct research on matters relating to media football marketing.
Player’s Status Committee
1. It shall set up and monitor compliance with the regulations for the status and transfer of players and determine the status of players for various ZFF competitions and international transfers.
2. Player’s status disputes involving ZFF, its members, players, officials, match and players agents shall be settled by arbitration tribunal in accordance with this statute
Sports Medical Committee
1. The sports and medical committee shall deal with all medical aspects of football including issues of doping.
2. It shall explore knowledge in all fields of medicine for the betterment of the game and shall prepare guidelines on sports medicine services for players and technical personnel including guidelines with regard to player’s diet and wellbeing.
3. It shall prepare instructions for medical services at national and international matches and tournaments.
4. It shall recommend medical personnel for appointment to the National Teams and shall establish an efficient medical service structure, grading of medical personnel as well as carrying out licencing functions.
5. It shall also organize a medical rehabilitation program for ZFF.
Zanzibar League Board
1. The Zanzibar League Board is a board subordinate to ZFF that shall be responsible for managing the Premier League, First and Second Division Leagues,
2. Establish and develop the professional league brand and oversee the joint interests of Premier League First and second Division clubs.
3. It shall also ensure that the Premier League Clubs First and Second Division clubs respect the status, regulations, directives and decisions of ZFF.
4. It shall operate on the basis of the governing regulations approved by the Executive Committee.
Beach Soccer and Futsal Committee
1. The Beach Soccer and Futsal Committee shall Promote development of Beach Soccer and draw up development strategies.
3. Collect and make public all information concerning BeachSoccer and futsal.
4. Organise Beach Soccer and futsal competitions.
5. Draw up annual training programmes for Beach Soccercoaches and futsal.
6. Compile and draw up date lists of Futsal and Beach Soccer coaches and referees.
7. Recommend to the Executive Committee names of referees and assistant referees for appointment to the FIFA panels of international Beach Soccer and futsal referees and assistant referees.
8. Deal with all other matters relating to Beach Soccer and futsal in conjunction with the General Secretary.
GENERAL SECRETARIAT
The General Secretariat shall carry out all the executive operational and administrative works of ZFF. The General Secretary is the chief Executive of General Secretariat. The members of the General Secretariat are bound by the internal organisational regulations of ZFF and shall fulfil the given tasks in the best manner.
ARTICLE 40:FUNCTIONS.
1. To implement the decisions passed of the General Assembly, Executive Committee and other organs of ZFF.
2. To make preparations for the meetings of the Executive Committee and the General Assembly, as well as the meetings of other organs and standing committees.
3. To prepare the minutes of the Executive Committee meetings, the General Assembly and the minutes of other organs and Standing Committees.
4. To ensure proper management and maintenance accounts of ZFF.
5. To handle the correspondence of ZFF and manage the office of ZFF.
6. To maintain relationship with members, committees, partners, ZECAFA, CAF and FIFA
7. To keep the books of ZFF.
8. To appoint and dismiss staff working in the General Secretariat.
9. Proposing managerial staff to the President.
The employees of the ZFF General secretariat shall under no circumstances be members of th other organs of ZFF or the organs of members of ZFF either by appointment or elections.
ARTICLE 41: GENERAL SECRETARY
1. There shall be General Secretary of ZFF who shall be in charge of the General Secretariat.
2. He shall be appointed by the Executive Committee on the basis of an agreement governed by private law and shall have the necessary professional qualifications.
3. The General Secretary shall be responsible for the implementation of all of the functions of the General Secretariat and for the recruitment of the staff who work within it.
4. The General Secretary shall take part in the General Assembly and in the Executive Committee meetings in a consultative capacity.
5. The General Secretary shall be the Secretary of the General Assembly and the Executive Committee. As such, he shall cause the minutes of the General Assembly and the Executive Committee to be taken and shall be the custodian of the same.
6. The General Secretary shall be responsible for the staff of ZFF and the performance of the General Secretariat.
7. The General Assembly shall prepare annual/biannual plans, budgets as well as periodic financial statements of ZFF.
8. The General Secretary shall also be the Accounting officer of the Federation. In this capacity he shall manage and keep the accounts of ZFF and shall authorize all the payments of ZFF.
9. The General Secretary shall respond to audit queries and ensure implementation of the auditor’s recommendations.
ORGAN FOR AUDITING OF ACCOUNTS
ARTICLE 42- INDEPENDENT AUDITORS.
1. The independent external auditor(s) appointed by the Annual General Assembly and shall audit the accounts approved by the Finance Committee in accordance with the appropriate principles of accounting and present a report to the Annual General Assembly.
2. The auditors shall be appointed for a period of 1 (One) year and this mandate may be renewed.
JUDICIAL BODIES
ARTICLE 43:COMPOSITION
1. The judicial bodies of ZFF are:
a. The Disciplinary Committee.
b. The Appeal Committee.
2. Each of the judicial bodies shall consist of a Chairperson, a deputy Chairperson and a specific number of other members.
3. The judicial bodies are to be composed in such a way that the members, together, have the knowledge, abilities and specialist experience that is necessary for the due completion of their tasks.
4. The Chairpersons of the judicial bodies shall possess legal background and shall undergo an integrity check prior to their election. This integrity check shall be conducted by the Audit and Compliance Committee for all members of the Ethics Committee (including the Chairperson and deputy Chairperson).
5. For all other members of the judicial bodies (including the chairmen and deputy chairmen), the integrity check shall be conducted by the Ethics Committee.
6. The term of office of all members shall be two (2) years. The members may be re-elected or relieved of their duties at any time, although they may only be relieved of their duties by the General Assembly.
7. The Chairpersons, Deputy Chairpersons and other members of the judicial bodies shall be elected by the General Assembly upon proposal of the Executive Committee and shall not be members of the Executive Committee or of a Standing Committee.
8. If the Chairperson, the Deputy Chairperson or a member of a judicial body permanently ceases to perform his/her official function during his/her term of office, the Executive Committee shall appoint a replacement to serve until the next General Assembly.
9. The responsibilities and function of the judicial bodies shall be stipulated in the Disciplinary Codeand the Ethics Code of ZFF.
ARTICLE 44: DISCIPLINARY COMMITTEE
1. The function of this body shall be governed by the Disciplinary Code of ZFF.
2. The committee shall pass decisions only when at least three members are present. In certain cases, as specified in the Disciplinary Code, the Chairperson may rule alone.
3. The Disciplinary Committee may pronounce the sanctions described in these Statutes and the ZFF Disciplinary Code on Members, Officials, Players, Clubs, Intermediaries and Licensed match agents.
4. These provisions do not affect the powers of the General Assembly and the Executive Committeewith regard to the suspension and expulsion of Members.
5. The Executive Committee shall issue the ZFF Disciplinary Code.
ARTICLE 45: APPEAL COMMITTEE
1. The function of the Appeal Committee shall be governed by the ZFF Disciplinary Code and the ZFF Code of Ethics.
2. The Appeal Committee shall pass decisions only when at least three members are present. In certain cases, the Chairperson may rule alone in accordance with the ZFF Disciplinary Code.
3. The Appeal Committee is responsible for hearing appeals against decisions from the Disciplinary Committee and the Ethics and Integrity Committee that are not declared final by the relevant regulations of ZFF.
4. The Appeals Committee is also the Appellant Body for decisions taken by the ZFF Players and Status Committee, ZFF Referees Standing Committee at ZFF Licensing Committee.
5. Decisions pronounced by the Appeal Committee may only be appealed to the Court of Arbitration for Sport in Lausanne, Switzerland, or to a national, independent Arbitration Tribunal in accordance with the provisions in these Statutes.
ARTICLE 45: CORE ETHICAL PRINCIPLES FOR BEHAVIOUR AND CONDUCT.
1. ZFF family Members shall at all times comply with the following ethical principles of:
a. Integrity and Ethical Behaviour
To behave ethically and act with integrity in all situations, keeping in mind that a reputation for integrity is of the utmost importance to ZFF and its objectives.
b. Respect and Dignity
To treat everyone with respect, and protect the personal dignity, privacy and personal rights of every human being.
c. Zero tolerance of Discrimination and harassment.
To be committed to the diverse culture. There shall be no discrimination as a result of race, ethnicity, origin, skin colour, nationality, religion, age, gander, language, physical appearance, political opinion, or engagement in any kind of verbal or physical harassment based on any of the above mentioned or any other criteria.
d. Fair play
To believe in the importance of fair play at all times in all actions and decisions.
e. Compliance with laws, rules and regulations
To comply with all applicable football laws and regulations and adhere to internal rules and regulations.
f. Avoidance of Conflicts of interest
To act always in the best interests of ZFF and its objectives. It is the personalresponsibility of each member of the ZFF family to avoid any conflict of interest.
g. Transparency and Compliance
Seek transparent and strive to maintain a good compliance culture with checks and balance.
h. Social and environmental responsibility
To be committed to take social and environmental responsibility seriously and to contribute to positive social change through football.
i. Fight against drugs and doping
To play pioneering role in the fight against drugs and doping in sport and to strictly against drugs and all doping practices.
j. Zero tolerance of bribery and corruption and witchcraft
To reject and condemn all forms of bribery and corruption and witchcraft.
k. No betting or manipulation
Do not take part in betting connected with football and do not tolerate any form of manipulation or unlawful influencing of match results.
ARTICLE 46- DISCIPLINARY MEASURES
The disciplinary measures are primarily:
1. For natural and legal persons:
a. Warning
b. reprimand
c. fine;
d. Return of awards.
2. For natural persons:
a. Caution
b. an expulsion
c. a match suspension
d. a ban from the dressing rooms and/or the substitutes’ bench
e. a ban from entering a stadium
f. a ban on taking part in any football-related activity.
3. For legal persons:
a. a transfer ban
b. playing a match without spectators.
c. playing a match on neutral territory.
d. a ban on playing in a particular stadium.
e. annulment of the result of the match.
f. exclusion from a competition.
g. a forfeit.
h. deduction of points.
i. relegation to a lower division.
j. replaying of a match
ARTICLE 47- ARBITRATION
1. ZFF shall crate an arbitration tribunal which shall deal with all internal national disputes between ZFF, its members, players, officials, match and player’s agents that do not fall under the jurisdiction of its judicial bodies.
2. The executive committee shall draw up special regulations regarding the composition, jurisdiction and procedural rules of this Arbitration Tribunal.
3. Disputes in the Association or disputes affecting Leagues, members of Leagues, Clubs, members of Clubs, Players, Officials and other Association Officials, intermediaries and Licensed Match Agents shall not be submitted to Ordinary Courts, unless the FIFA regulations, these Statutes or binding legal provisions specifically provide for or stipulate recourse to Ordinary Courts.
4. Such disputes as specified in Article 47 Para 3shall be taken to an independent Arbitration Tribunal recognised by ZFFor CAF, or to the Court of Arbitration for Sport (CAS) in Lausanne (Switzerland).
ARTICLE 48: JURISDICTION
1. ZFF, its members, players, officials, match and player’s agents shall not take any dispute to the Court of Law unless specifically provided for in this statute.
2. Recourse may only be made to an Arbitration Tribunal in accordance with article 48 para 3 once all internalchannels of ZFF have been exhausted.
3. ZFF shall have jurisdiction on internal national disputes, i.e. disputes between parties belonging to ZFF.
4. FIFA shall have jurisdiction on international disputes, i.e. disputes between parties belonging to different Associations and/or Confederations.
ARTICLE 49: COURT OF ARBITRATION FOR SPORT
1. In accordance with the relevant provisions of the FIFA Statutes, any appeal against a final and binding ZFF/FIFA decision shall be heard by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland, unless another Arbitration Tribunal has jurisdiction in accordance with Article. 49.
2. CAS shall not, however, hear appeals on violations of the Laws of the Game, and suspensions of up to four matches or up to three months(with the exception of doping decision), or decision which are appealable to an independent and duly constituted Arbitration Tribunal of an Association or Confederation.
3. ZFF shall ensure its full compliance and that of its Members, Players, Officials intermediaries and Licensed Match Agents with any final decision passed by a FIFA body, CAF body, by the Arbitral Tribunal recognised by ZFF or by the CAS.
ELECTIONS COMMITTEES
ARTICLE 50: RESPONSIBILITIES, COMPOSITION AND TENURE OF OFFICE.
1. Elections Committees of ZFF shall be;
a) Elections Committee
b) Elections Appeal Committee
2. The above bodies are responsible for carrying out matters of elections and appeals thereof as provided under the ZFF Election Code and the ZFF members’ Electoral Code.
3. Each of the ZFF Elections Committees shall be composed of five members appointed by the Executive Committee of ZFF. The Chairperson and Vice Chairperson shall have the legal qualification, while the remaining three members shall be appointed based on their knowledge and experience in football affairs, good reputation, impartiality and contribution to football development.
4. The composition, the area of authority and functions of the elections committees are the subject of specific regulations, namely the ZFF electoral code and the ZFF members electoral code that shall be adopted by the ZFF Executive Committee.
5. The Chairperson, Vice Chairperson and members of Elections Committee shall be designated for a term of office of two years unless decided otherwise by Executive Committee.
6. Duties and responsibilities Elections Committees are:
a. The Elections Committee shall be responsible for:
i. Organizing and supervising the Elections of the ZFF and Zanzibar League Board.
ii. Monitorand supervise elections of ZFF members.
iii. Advising the Executive Committee with regard to election matters.
b. The Elections Appeals Committee shall be responsible for hearing appeals against the decisions of the ZFF Elections Committee on ZFF elections and ZFF member’s elections. The decisions of the elections Appeal Committee shall be final and conclusive and binding on all parties concerned and shall not be subject to review by any other body.
FOOTBALL DEVELOPMENT FUND AND FOOTBALL DEVELOPMENT FUND COMMISSION
ARTICLE 51- FOOTBALL DEVELOPMENT FUND:
1. It is hereby established a fund to be known as the Football Development Fund.
2. The Goal of the Football development fund is to enhance the development of football participation in Zanzibar to ensure that participants have the opportunity to improve their talents to reach their full potential.
ARTICLE 52- FOOTBALL DEVELOPMENT FUND COMMISSION:
1. It is hereby established for the management of the affairs of the football development fund, a commission which shall have general control of ZFF Fund.
2. The Commission will be responsible for managing the activities of the fund through approval of programs; approval of budget, executions of the programmes and their logistic needs, recording and controlling activities, as well as other actions relating to the objectives for which it was created.
3. The commission will have the close working relationship with the ZFF President and executive Committee, regularly informing them about its operations.
4. The Commission will have the administrative autonomy in accordance with its mandates and responsibilities.
5. The Commission shall consistof; -
a. Chairperson (who shall be seasoned Football Administrator).
b. Five other members
c. The Executive director of the fund (who shall be a seasoned football administrator)
6. The Chairperson and other members of the Commission shall be appointed by the President subject to confirmation by the ZFF Executive Committee and must be persons with proven integrity.
7. The members of the Commission appointed under article 52(5)(a) and (b) shall hold office for a period of four years (4) years in the first instance and may be eligible for re-appointment for further period of four 4 years and no more.
8. The Members of the Commission shall be paid such a remuneration and allowances as the ZFF financial regulations may, from time to time, determine.
FINANCES
ARTICLE 53:FINANCIAL PERIOD:
1. The financial period of ZFF shall be one year and shall begin on 1 July and end on 31 June.
2. The revenue and expenses of ZFF shall be managed so that they balance out over the financial period. ZFFs major duties in the future shall be guaranteed through the creation of reserves.
3. The General Secretary is responsible for drawing up the annualconsolidated accounts of ZFF with its subsidiaries as at 31 December.
ARTICLE:54REVENUE
1. The revenue of ZFF arises specifically from:
a. Members’ annual subscriptions.
b. Receipts generated by the marketing of rights to which ZFF is entitled.
c. Fines imposed by the authorised bodies.
d. Other subscriptions and receipts in keeping with the objectivespursued byZFF.
e. Donations.
f. Grants.
g. Any other revenue related to football activities, including match gatereceipts.
h. Fees.
i. Sponsorship agreement.
j. Borrowing.
k. Fundraising activities.
l. Business ventures.
m. Any other legal ways.
ARTICLE55: EXPENSES
1. ZFFshall bear the following expenses:
a. The expenses stipulated in the budget.
b. Other expenses approved by the Annual General Assembly
c. Expenses that the ExecutiveCommittee is entitled to incur within the scope of its authority; and
d. All other expenses in keeping with the objectives pursued by ZFF.
ARTICLE 56: ACCOUNTING PRINCIPLES
1. The Accounts shall be kept in accordance with International Accounting Standards.
ARTICLE 57: DISSOLUTION
1. Any decision relating to the dissolution of ZFF requires a majority of two thirds (2/3) of all the members of ZFF, obtained in the course of a General Assembly specially convened for the purpose.
ARTICLE 58: DISPOSAL OF ASSETS
1. If ZFF is disbanded, its assets shall be transferred to Zanzibar National Sports Council who shall hold these assets in trust as ‘Bonus paterfamiliae’ until ZFF is Established.
2. The finalGeneral Assembly, however decides on alternatives for the disposal of assets on the bases of two third (2/3) majority.
INDIVIDUAL ARRANGEMENTS
ARTICLE. 59: RIGHTS:
1. ZFF and its Members are the original owners of all of the rights emanating from competitions and other events coming under their respective jurisdiction, without any restrictions as to content, time and place. These rights include, among others, every kind of financial rights, audio-visual and radio recording, reproduction and broadcasting rights, multimedia rights, marketing and promotional rights and intangible rights such as emblems and rights arising under copyright law.
2. The Executive Committee shall decide how and to what extent these rightsare utilised and draw up special regulations to this end.
3. The Executive Committee shall alone decide whether these rights shall be utilized exclusively, or jointly with a third party or entirely through a third party.
ARTICLE 60- AUTHORIZATION:
1. ZFF and its Members are exclusively responsible for authorising the distribution of image and sound and other data carriers of football matches and events coming under their respective jurisdiction, and without any restrictions as to content, time, place and technical and legal aspects.
2. The Executive Committee shall issue special regulations to this end.
ARTICLE 61: VENUE
1. The Executive Committee shall decide the venue for the competitions organized by ZFF.
2. The Executive Committee shall issue guidelines in this connection.
ARTICLE 62- NATIONAL MATCHES AND COMPETITIONS.
1. The Executive Committee shall compile a national match calendar and set up competition regulations that shall be binding upon the Member Associations and leagues.
2. The Executive Committee shall be responsible for issuing provisions for organizing national matches and competitions between member Association teams and between league and / or club teams. No such match or competition shall take place without the prior permission of ZFF.
ARTICLE 63- CLUB LICENSING
1. ZFFshall proceed to the granting of licence to the clubs according to the Club Licensing Regulations, setting the minimum requirements adopted by CAF for the granting of the licence.
2. The club licencing system including in particular:
a. The minimum criteria to be met by the clubs in order to be allowed to take part in CECAFA and CAF Competitions.
b. To set procedure for granting the License to the Clubs.
c. To set minimum requirements to be applied by the Licensors.
ARTICLE 64: CONTACTS
1. Matches may not be played, or sporting contacts made between ZFF members and Associations that are not members of ZFF or their clubs, without the approval of ZFF.
2. Matchesagainst teams whose players do not belong to club or a league affiliated to a ZFF are prohibited.
3. Members and their clubs may not play in the territory of another member without the letter’s approval.
ARTICLE 65: APPROVAL
1. Any league or Club affiliated to a memberAssociation cannot belong to another member Association or participate in competitions on the territory of another member Association without the authorization of its current and prospective member Associations and of ZFF, except in exceptional circumstances.
ARTICLE 66:LAWS OF THE GAME
1. Members of ZFF shall play football in accordance with the Laws of the game as promulgated by the IFAB.
2. Only IFAB may lay down and alter the Laws of the Game.
ARTICLE 67:CONDUCT OF BODIES AND OFFICIALS OF ZFF
1. The bodies and Officials of ZFF must observe the Statutes, regulations, decisions and Code of Ethics based on the Code of ethics of FIFA in their activities.
2. The Executive committee shall draw up a code of Ethics based on the code of Ethics of FIFA.
ARTICLE 68:INTERNATIONAL MATCH CALENDAR
1. ZFF shall observe the International match calendar approved by FIFA.
ARTICLE 69: INTERNATIONAL MATCH AND COMPETITIONS
1. The authority for organising international matches and competitions between representative teams and between Leagues, Club teams and/or scratch teams lies solely with FIFA, the Confederation(s) and/or the Association(s) concerned.
2. No such match or competition shall take place without the prior permission of FIFA, the Confederation(s) and/or the Association(s) concerned in accordance with the FIFA Regulations Governing International Matches.
3. ZFF is bound to comply with the international match calendar compiledbyFIFA.
ARTICLE 69: ORGANIZATION OF COMPETITIONS
1. ZFF is authorized to organize and Coordinate official competitions held within Zanzibar and organizes the following competitions.
a. National Competitions and friendly matches.
b. Friendly matches with foreign teams.
c. Institutional Competitions.
d. Regional tournaments.
e. Cup tournaments.
2. The Executive Committee of ZFF may delegate to their subordinate leagues the authority to organize their own competitions.
3. The competitions organized by subordinate leagues shall not interfere with those competitions organized by ZFF. If this is the case, competitions organized by the latter shall prevail.
ARTICLE 70: JOINT OWNERSHIP
1. The Executive Committee may draw up specific regulation that prohibit and commercial enterprise, (including holding companies and subsidiary companies), private person or any other legal entity from having the controlling interest or owning more than one-member club of ZFF.
ARTICLE 71: MEDIA
1. ZFF shall own the executive right to broadcast and transmissions and to the commercialization and distribution of all matches coming under its respective jurisdiction, via any audio-visual and sound broadcasting media whatsoever, whether live, differed or as excerpts.
ARTICLE 72- DISMISSAL FOR A PERSON
1. ZFF Executive Committee may place the dismissal of a person or organ on the Agenda.
2. Any member of the General Assembly may submit a proposal to the Executive Committee to place such a motion for dismissal on the agenda.
3. The motion for dismissal must be justified. It is sent out to the members of ZFF along with the agenda for the General Assembly.
4. For a motion of dismissal to be upheld, the General Assembly shall make the appropriate decision by means of secret ballot. For it to be adopted, the motion must be supported by a majority of two third of the votes validly cast by the official delegatesvoting.
5. The person dismissed must be relived of with immediate effect its functions.
6. The person in question shall have right to speak his or her defence at the GeneralAssembly.
ARTICLE 73: LEGAL DISPUTES
1. Any recourse to the normal courts of law is excluded in respect of the definitive decisions taken by the organs of ZFF.
2. Any such decisions must be submitted to the authority of an arbitration tribunal. Violation of this rule shall lead to the dismissal from ZFF.
ARTICLE 74:EXECUTIVE ARRANGEMENTS:
1. The Executive Committee shall ensure that the Statutes are applied and shall adopt the Executive Arrangements required for their application.
ARTICLE 75:UNFORESEEN CONTINGENCIES AND FORCE MAJEURE
1. The Executive Committee shall have the final power to decide on all cases of force majeure and on all matters not provided for in this Statute, such decisions to be made according to the rules of natural justice, taking into account the relevant regulations of CAF and FIFA. No appeal may be lodged against its decisions.
ARTICLE 76: SAVING AND TRANSITIONAL PROVISIONS:
1. Anything done by ZFA before and during this commencement of this Statute in respect of any work or thing which is capable of being done under this Statute shall be deemed to have been validly done under or pursuant to this Statute.
ARTICLE 77: ADOPTION AND DATE OF EFFECTIVENESS:
These Statutes were adopted at the General Assembly on ……… dayof ……… 2018 and came into force on the same day.

STANDING ORDERS OF THE GENERAL ASSEMBLY
Article 1- Delegates:
1. ZFF shall bear the coasts of travel and accommodation for delegates of each Member taking part in the General Assembly.
2. The Executive Committee shall issue appropriate directives in this connection.
Article2: Chair
1. The President shall chair the General Assembly.
2. If the President is absent or unable to attend, the Vice President shall chair the General Assembly if he too is absent, the member of the Executive Committee who has attend the meeting shall choose the one among themselves to chair the General Assembly.
3. The Chair shall ensure that, the General Assembly is conducted in strict compliance with these standing orders, open and close the General Assembly and debates, and grant delegates permission to speak and conduct all proceedings.
4. The Chair shall be responsible for maintaining order during debates. He may take the following actions against any General Assembly participant who disturbs the debates: -
a. A call to order.
b. A reprimand
c. Exclusion from one or more sessions.
5. If an appeal is made against such action, the General Assembly shall decide immediately without debate.
Article3: Scrutineers.
At the beginning of the first session, the General Assembly shall appoint an adequate number of scrutineers to count the votes.
The Executive Committee may decide to use electronic equipment to determine the results of a vote.
Article4: Interpreters.
1. Official interpreters shall be appointed to translate into the official languages of the General Assembly.
2. They shall be appointed by the General Secretary.
Article5: Debates.
1. Debates on each item on the agenda shall be preceded by short report: -
a. By the chair or a member of Executive Committee designated for this purpose.
b. By a representative of the committee designated by the Executive Committee to give a report.
c. By a delegate from the members that requested the item be included in the Agenda.
2. The Chair then open the debate.
Article 6: Speaker.
1. Permission to speak is granted in the order in which it is requested. A speaker may not start speaking until he has obtained permission to do so.
2. A speaker may not speak for the second time on the same item, until all other delegates who have requested permission to speak have spoken.
Article7: Proposals.
1. All proposals shall be submitted in writing. Proposals which were not relevant to the subject under discussion shall not be admitted to the debate.
2. Any amendment shall be drawn up in writing and passed to the chair before put to the debate.
Article8: Procedural motions and closing of debates.
1. If a procedural motion is made, discussion on the main question shall be suspended until a vote has been taken on the motion.
2. If a motion is made to close the discussion, it shall immediately be put to the vote without debate. If the motion is approved, permission to speak before the vote was taken.
3. The Chair shall close the discussion unless the General Assembly decides otherwise by a simple majority of those.
Article9: Votes.
1. Voting by secret ballot is prohibited, except in the case of elections.
2. Before each vote, the chair or the person designated by the Chair, shall read the text of the proposal aloud and explain the voting procedure and quorum to the General Assembly.
3. Votes may be taken by roll call if requested by at least 15 of the members present and entitled to vote.
4. No one is compelled to vote.
5. As a rule, votes are taken by a show of hands (voting cards) or by the use of electronic equipment.
6. Proposals shall be put to the votes in the order in which they are submitted. If there are more than two main proposals they shall be put to the vote in succession and the delegates may not vote for more than one of the proposals.
7. Alterations to amendments shall be put to the General Assembly before the amendments proper and the amendment before the main proposals.
8. Proposals without a vote against are regarded as having been passed.
9. The Chair shall check the results of the votes and announce it to the General Assembly.
10. No one is permitted to speak during the vote and until after the result has been announced.
